Forward Works were undertaken in an alliance contract with the Water Corporation, known as the Stirling Alliance. The project was identified as suitable for this type of arrangement due to the degree of difficulty of the works and environmental constraints.

The pipeline involved the installation of 1400mm diameter underground pipeline through a variety of terrain, some of it steeply sloping and heavily wooded. Because of the area’s environmental sensitivity, the installation crews had to operate in a clearance corridor that was only 9m wide through one of the more sensitive river valley sections.
The reconstruction of the Harvey-Quindanning Road, including construction of four large causeways, was needed to avoid low-lying road sections that would ultimately be inundated by the Harvey irrigation dam. The work, requiring massive amounts of cut and fill, had to be carried out without interfering with the hundreds of truck and trailer movements hauling material and pipes to the pipeline, as well as busy local traffic.
