The project scope included the investigation, design and construction of:
- Approximately 1km of Quinns Road as two lane single carriageway, including an at-grade intersections at Hidden Valley Retreat, Nowergup Depot Access Road and RCG Quarry Access Road
- A single carriageway to be northern (eastbound) carriageway of future Quinns Road dual carriageway
- Quinns Road bridge over the Northern Suburbs Transit System railway. The bridge was a single span bridge, over two tracks, of concrete and steel construction
- All connections, modifications and improvements necessary to connecting roads and intersections including Hidden Valley Retreat, Nowergup Depot Access Road and RCG Quarry Access Road
